WY sehoo! trustees |battle over planning| NORTH Vancouver School Board trustees hurled accusa- tions of sloth and aimless board direction across the board table last week. In making a mouion to establish a planning and development model for District 44 schools, trustee Dr. Ross Regan said in his four years on the board he had never seen any such planning model. His motion, he said, would be used to establish a means for planning- and evaluating North Vancouver school programs. “It’s time we did some long- range planning,” Regan said. ‘‘Up to now this board has been taking a backward approach to planning. We look at money first and then decide what we are going to do.”’ Kegan said a model for planning and management of any kind would be preferable to no plan. ACCUSATIONS FLY But trustees Dorothy Lynas and Marg Jessup bristled at the accusa- tion that the district had no plann- ing model in place. “I don’t object to planning models,’’ Jessup said, ‘‘but the implication here is that we haven’t been doing any planning at all and that is not true.” In supporting Regan’s motion, trustee Marjorie Goodman said_ that it did not. suggest no planning had been done, ‘‘but this board has done very little.”’ Goodman questioned claims by exner trustees that the district had a planning model: ‘‘If there is one, where is it? I’ve never seen it.” District 44 school superintendent Dr. Leo Marshall explained that - while the board did not have a planning model like the one sug- gested by Regan, it did indeed have a plan, RUBBER STAMP ” Again Regan and Goodman denied ever having seen any plann- - ing model. . “This board has never evaluated any program in. this: district,” Regan shot back. ‘This board does not review programs. City council voted Monday to appoint present deputy fire chief Doug Cairns to the post when the present chief Ralph Meldrum Tellres. In discussing the appointment, Ald. Blair then said he wished to abs- tain from voting on the motion. City administrator Ed Raymond told Blair that the selection process used has never required potential candidates to be interviewed by council, a practice reserved only for positions such as the city’s chief engineer.
