T he Cypress Creek battle continues, with West Van

council again caught between legitimate but con-

waters raging down the creek have threatened some 100
downstream homes with severe or even catastrophic flood

To provide them with permanent protection, council
last summer proposed a flood control project involving
an upstream debris pit and diversion channel which would
eat somewhat into the properties of four upstream
residents above the flood zone. Not unnaturally, the lat-
ter vigorously opposed the plan.

Two weeks ago the municipality presented a modified
plan moving the debris pit farther upstream, though still
affecting one homeowner’s lot. Again, vociferous opposi-
tion from the four upstream residents who demanded
“further alternatives’”. Why, they argue, should they pay
to safeguard their 100-odd downstream neighbors?? =: |

They alone, of course, would not pay. The miunicipali-
ty’s share of the $2 saillion project would be borne by
all West Van taxpayers. Moreover, there’s another signifi- -
