Langle was riding his motorcycle westwards on the highway when it collided with a 1971 Ford travelling north on Westview at 12:47 a.m. His passenger, 16-year-old Karen Ritchic, also of North Van, was taken to Lions Gate Hospital with multiple injuries and was later said to be in satisfactory condition. District council voted Monday to terminate an eight week trial contract under which it paid New Life $7 for every ton of newsprint collected in the mun- icipality. The contract expires Friday. New Life President Bruce Culver agreed to the con- tract though he said his company was still losing money under it. But District § staff ex- pressed scepticism about the service's value. Deputy Engineer Harry McBride said the recycling wasn't bringing much benefit to the District and Director of Financial Services Mel Palmer expressed concern about the company's financial figures. Council voted unanimously to terminate the cight week trial contract and to call for tenders to see what other'companies were interested in providing the service. District- will also discuss with West ‘Van- couver that municipality's idea of a North Shore-wide recycling service. | McBride said the amount of newspaper collected by New Life would only extend the expected 40 year life of North Van's dump by eight months. Palmer said in his report he was dubious about New Life after discussing the company with West Van- couver. He said he was concerned about the ex- penses claimed by New Life, the salaries drawn by Culver and his wife, and was also concerned that New Life's balance sheet only showed 1981 figures. He also noted that Inter- national Paper Industries Ltd. had offered to enter into a 10 year contract with the District for the same service provided by New Life, but at no cost te the municipality. Alderman Peter Powell said International Paper seemed “like a highly ef- ficient group” to him and that the company was “prepared to take a short term loss for a long term | gain.” But Culver was sceptical about International Paper's AS - Wednesday, Oct. 7, 1981 - ‘ ability to do the service.
