The report, prepared by the Project’ Pride Task Force, in- troduces the notion that buildings should not be the exclusive bearers of heritage designations. Wo recommends building interi- ors, cemeteries, native artifacts, archeological sites, shipwrecks and wails also be considered. The report emphasizes municipal heritage programs and incentives for conservation and clarifies the roles of the three Ievels of gov- ermmment. The report also recommends removing the compensation re- quirement currently in the legista- tion because if acts as a major hindrance to heritage designations. It argues a heritage designation is a form of land usc control similar to zoning or Official Community Plans and as such, the rights of private property are superceded by the benefits to society. “Providing compensation for heritage designation would create a doubie standard and could en- courage abuses,’" says the report, adding it is speculation that desig- nated property would devalac. “A well-planned heritage con- servation program iniegrated with a community planning program will rarely cause a heritage proper- ty owner to suffer a cash-loss for designation,’” it argues. Tax incen- tives and financial assistance will replace compensation if the report is approved. The six-member task force, chaired by MILA Kim Campbcil, travelied to 13 communities and listened to over 200 presentations in additnan to the IRB wriften briefs. North Vancouver City Council commended the task force members for their cfforts and voted to advise Tourism Minister Bill Reid that it supports the rec- ommendations in the report. “This is an excellent report," Ald, Siclla Jo Dean said, adding she supports some form of finan- cial compensation for heritage owners. Ald. John Braithwaite said he supports the report and wants the erty to adopt the recommendation to include nahve representation on the city's heritage committee as soon as possible. Mayor Jack Loucks could not answer conclusively as to why no native Indians sit on the committee today, but guessed it is because “we have no control over their land... and they are not necessarily concerned about property that doesn't belong to them."* Ald.
