By OLGA RUSKIN CHOSEN as West Van- couver School Board’s new chairman at .the recent inaugural meeting is 23 year old Mark Sagar, the youngest trustee in West Vancouver to have held this position. Sager has been on the school board for the past three years. He takes over from- Lilian Thiersch who has retired both as chairman and trustee from the board. Thiersch, in her outgoing report, emphasized that the school board was “not a political board, neither do we represent a_ special- interest group,. nor do we regard ourslves as an ad- ministrative leadership group. The bylaw, which would restrict commercial buildings to 20 feet- or two Stories in height (they can now go up to 40 feet), received second and third readings last week, but passed by a narrow 4-3 margin both times. And Alderman Marilyn 2 “Rather we have tried to be what might be called. a rationalist/activist board — five people who have sought to reconcile a surprisingly wide range of viewpoints and - background.” Thiersch went on to say: “We have tried to remember that we. are here to serve the needs of children.” Regarding the provincial finance formula, Thiersch said “West Vancouver is undoubtedly being exploited in our present position and we urge the new board and local taxpayer to keep up the pressure’ on the Provincial Government for relief of this Situation.” Twenty minutes of her report were taken up in listing the achievements of Baker, who supported it both times, said: she may vote against the bylaw when it comes up for final adoption tomorrow. Segal called for selective zoning changes to limit the height of buildings. But the bylaw’s supporters — Aldermen Peter Powell and Ernie Crist and Mayor Don Bell — called it the best way for council to get some control over development. Bell said he was con- cerned the bylaw was too sweeping. “It may be a cannon when ail that’s needed is a gun,” he said, adding that he would vote for it anyway.
