; "Dear Editor: Recently your Sunday News ran a letter to the editor from the represen- tatives of child abuse committees of three Van- couver-based organizations, _ commenting on Bill 45, the . new Family and Child . Service Act... I would like to add my - Comments to your. editorial page.contents in reply. _ The new Family and Child © Service Act was prepared - after exhaustive con- ’ sulfations with both the general public, lawyers and specialists in the field of child care. To suggest that the 1,200 submissions - responding to the Sep- itember, 1978, White Paper were ignored in that process "is highly erroneous. Bill. 45 is a responsive, . contemporary piece of ' legislation that answers and ntifies the needs of the te rme | ‘respon Ibi | child protection question. In reply to specific comments in the previous letter I would note the - following points: © Rather than attempting ~ to specify sexual, physical or emotional abuse, the new act wisely chooses not to specify abuse, but in ex- planation of “need of protection " states that it includes those “abused or neglected so that his safety or well being is endangered”. The legislation is therefore broad and general enough on this point to give latitude for the court to decide whether abuse has occurred. This flexibility of definition anticipates that abuse may not readily fall under one of the three categories named by the critics but may indeed be some combination or nuance of the three. e The claim is made that the act makes no provision Help’ prisoners -of conscience’ Dear Editor: People have been con-. the treatment - cerned at _ meted out to the American hostages, now freed. I would - think that some of this ' sympathy might overflow to many who are imprisoned, not for any crime, ’ colour, or ethnic origin or religion. These people suffer far but - because of their beliefs,. or worse “treatment than the hostages received and they don’t have the benefit of. major power support. May I suggest that readers who share my feelings join movements. like Amnesty International, which work on behalf of prisoners of comscience. The fact is that, as a ‘matter of policy for many years now, the Ministry has kept records of protection complaints. The registry is central and is consulted by field staff from across British Columbia whenever a complaint is lodged. ° In any new piece of legislation there arises the question of the balance between what should be specifed and what should be left to policy. As I said in my press conference at the time Bill 45 was first read in the legislature, the decision in formulating the new act was Mother's now serves .up the tastiest pdrsonal-size one item pizzas. But the safety of the child must always remain paramount. ® Finally, | would note the reiteration of critical comment on the topic of sexual abuse. In reply, I can only note the already comprehensive provisions of Bill 45 and point to the Zenith Helpline instituted in July, 1979, which is already bearing results in both reporting and investigating occurrences, I expect Bill 45 to be proclaimed and to become operative sometime this spring.
