The manager's report, headed Recreation Commission Joint Bylaw Review, made three recom: mendations to Council: @ to participate in an issue identification mecting with the NVRC, @ two agree that NVRC engage a “consultant to con- duct an external review of identified issues (the costs of such a review to be funded from the NVRC 2001 oper- ating budget); @ to refer a request trom the NVRC for additional funding to increase the fitness subsidy level for senior and students to the 2001 budget discus- sions. Coun. Lisa Muri, a district representative to the NVRC, thanked Howie for the com- prehensive report. She told council that the time is right to look at the type of money council has to invest in the recreation com- mission “The amount of capital funding needed to maintain buildings is serious. “At Lonsdale [recreation centre] there are buckets in the hallways from leaky ceil- ings,” she said. Couns. Bill Denault: and Heather Dunsford had reser- vations about hiring a consul- tant. “We shouldn't — spend nioney on consultants if we can avoid it when buildings are leaking,” said Dunsford. Coun. — Janice — Harris agreed, saving, “Every time we turn around we're kissing consultants.” Gary Young, NVRC's director of recreation, explained that the rationale for an independent consul- tant was to mect the needs of all three parties, who were Noe in agreement, “We have to address the fundamental issues,” - said Crist, “It’s essential that the two councils sit down.” Council passed all three recommendations, with Couns.
