Deana Lancaster News Reporter dlancaster@usnews.com IT might surprise many North Shore residents to know that from 24th Street to 28th Street, Bellevue Ave. is actually called “Upper Bellevue.” Tt might surprise them even further to know that Upper Bellevue has a twin on the south side of the railroad tracks, called Lower Bellevue. But while Upper Rellevue is subject to traftic congestion — it’s offen used as an alternate route for drivers bypassing Marine Drive — its twin is quict and calm, a pastoral stroll along the sea, popular with joggers, dog walkers, and parents and baby strollers. That's why residents who five on and around Lower Bellevue are fuming: that the district installed 10 “speed humps” on two blocks of Lower Bellevue in November. “Streets are a fundamental element of how we humans occupy this fantastic space ship we call earth,” 29th Street resident: Harold Kalke told council at its Dec, 11 meeting during public ques- tion period. Kalke was speaking en behalf of the residents of 28 property addresses on Lower Rellevue who signed a petition demanding the removal of the humps. He teld mayor and coun- cillors that they “passionately believe that. the installation of the 10 ‘speed bumps’ in the 2500- and 2600-blocks has seriously damaged the char- acter of this street.” “They are actually speed humps, not speed bumps, * said Colin Weight, director of engineer- ing and transportation tor the district. “Humps have a lower profile, they're wider. These ones are designed for 30 kilometres per hour. Bumps are much more abrupt ... theyre designed to really slow you down.” According to Wright, it was during the repaving of Upper Bellevue that several residents of that street satd they'd like to see trattic calming measures installed because the street had prob- lems with speeders and congestion. The district decided to try the humps for a peried of six months on Upper Bellevue and Eagle Harbour Road. “Some residents of Lower Bellevue were con- cerned that traffic would then divert from Upper Bellevue to Lower Bellevue to avoid the humps, We thought there was some validity in thar.” Wright said residents of Lower Bellevue were notified by letter, requested to fill in a survey, and invited to attend a meeting on the issue. They got 11 of 24 letters back — nine indicated they want- ed reduced speed und six were in favour of the humps. But Kalke, his wife Candace Lundy and other residents on, the street don’t think the bumps were necessary, or that they were properly consulted.
