2 - Sunday, December 17, 1989 - North Shore News City unlikely to bid for recycling contract A MULTI-material recycling program will proceed to public tender in North Vancouver City, but it is unlikely the city will make a bid for the contract, according to Ald. Rod Clark. While Clark said the finat deci- sion on whether to bid on the con- tract rests with the city enginver, he added that, considering the length of time needed to prepare a tender, it was unlikely the city would make a bid. ‘Wt would require a major and exhaustive study on marketability (by the city),"’ said Clark. Bill Bell said he was pleased the city had decided to go to public tender with the multi-material recycling contract, but was con- cerned that the process might ex- clude public employees. “If we had gone in our own tender it would have created union jobs in the city, | wish we could have all pulled together and pro- vided CUPE (Canadian Union of Public Employees) with the jobs they need,"* said Bell. Ald. John Braithwaite said he was ‘‘concerned we did not stick to our guns.”* He said it was not ‘fair and equitable” that only the private sector will get a chance to bid on the contract. All three North Shore municipalities will now proceed to public tender on a single multi- material recycling coatract for the Narth Shore. The contract will have a minimum five-year term. North and West Vancouver districts had «itially decided to proceed with a proposal from In- ternational Paper Industries Ltd. GP) without first putting a recycl- ing contract to public tender, as had been recommended by the Mayors’ Task Force on Recycling. But the two municipalities were forced to reconsider that decision after the city voted against the IP] option and decided, instead, to put its recycling contract to public tender. “(IPI) had the inside track. ‘fhey are already picking up glass and metal. It would have been the fastest, cleanest and easiest,’" said Clark. ‘But city council decided we wanted to go with competitive tender.”’ “(This motion) recognizes the fact that we should be proceeding with the two districts on the recycl- ing plan,” said Clark.
