A LITTLE RICH But as Ron’ Card, president of the Mt. Seymour Soccer Association, admits, “The complex is a little rich for any near term.” He and the rest of the NSYSA executive would like to see District council begin rezoning ‘this year, and perhaps have the centre built within five years. The association would help with fund raising. The reaction of the two councils has been in the words of City Alderman Gary Payne, “It’s a great report, but we have no money.” The municipalities have been fixing up some of the fields on their own, but City staff sees no need to spend more on maintenance. Engineer Alan Phillips calls the association's spending estimates for the City “prossly inaccurate,” arguing the City has increased its recreation budget 71 per cent in two years already. NO MONEY There is no money available for increased spending, Phillips says in a report on the soccer association report. “The recommendations of this report essentially require greater amounts of money to be directed to recreational use and, specifically, for the development and _ im- rovement of playing fields. n view of the ... current restraints on municipal expenditures imposed by the Provincial Government, such increases in ex- penditure cannot be an- ticipated in the foresecable future.” Alderman Ralph Hall chairs the City’s parks committee, and he agrees with Phillips that there ts no moncy available, though he admits improvements are necessary. “We need more good all weather soccer fields. It's getting to the point where we're almost like Van- couver, having to close our parks every second week,” because of field conditions. Hall's committee will debate the report at the November 15 council mecting. One man who has tried it before doesn’t think the soccer association will have much luck with = the municipal governments. James Izatt has been designing playing fields and golf courses for years, in- cluding fields at the Olympiad in Greece, San Francisco's Candlestick Park and Lansdowne Park in Ottawa. But the North Vancovuer resident says he's been given the cold shoulder every time he tries to convince the District that they can improve their ficlds at alow cost. “These are pathetic fields,” he says. Izatt says he’s given up on the North Shore municipalities. — But the soccer association will try to convince District council anyway, because, as NSYSA President Janet Peterson says, “We can't let them forget about it.
