The report, along with a medi- um-range transportation plan cost approximately $850,000, according to GVRD ‘egional- manager Ben Marr, who was the Transport 2021 steering committee's chairman. The cost of the report was divided between the GVRD and the provincial government. Said Crist, “That is a useless document. It is a document produced by bureaucrats for bu- reaucrats at the expense of the public, “The core of any. sound and meaningful transportation plan for the Lower Mainland must be a rapid transit system. ... ‘There is no leadership at the GVRD level when it comes to transportation,” said Crist.
