A RECENTLY released
Greater. Vancouver Regional
District (GVRD) transporta-
tion. plan that indicates the
North Shore ‘isn’t justified
in having a rapid-transit
link within the next 30 years
is ‘‘the most ridiculous thing
ever heard,’’ says North
Vancouver District (NVD)

The Transport 2021 Report in-
dicates that the ‘North Shore's
population is not expected to rise
dramaiically, staying near a pro-
jected (rend, so therefore the
North Shore is not considered to
need rapid transit, .

The . long-range transportation
plan states that areas with pro-
jected population that will justify
rapid transit include Burnaby,
New Westminster, - North Delta
and North Surrey, :

Said Crist, “This propaganda
that the numbers. do not justify,
that is rubbish; total rubbish...

“What-it shows is that people
who are supposed to be leading us
at the local, regional, and even
provincial level are clueless and

irresponsible,

Crist criticized the document for
having no central thought,
message or vision.

The report, along with a medi-
um-range transportation plan cost
approximately $850,000, according
to GVRD ‘egional- manager Ben
Marr, who was the Transport 2021
steering committee's chairman.

The cost of the report was
divided between the GVRD and
the provincial government.

Said Crist, “That is a useless
document. It is a document
produced by bureaucrats for bu-
reaucrats at the expense of the
public,

“The core of any. sound and
meaningful transportation plan for
the Lower Mainland must be a
rapid transit system. ... ‘There is
no leadership at the GVRD level
when it comes to transportation,”
said Crist.

Marr said the long-range plain
notes the. desire to have high-
occupancy vehicles (HOVs) on the
road as opposed to driver-only
cars (single-occupancy vehicles or
SOVs).

Marr said options to get more
HOVs on North Shore roads in-
clude:
® reduced tolls for HOVs on the
Lions Gate and Second Narrows
bridges;

@ downtown

@ higher gas taxes.

But Crist saidsHOVs. have been
tried with marginal success at best,

“What you are doing with tolls
and parking charges is punishing
poor people who need to use their
cars. That’s not the solution,”
said Crist.
