You can “nominate” someone else if you are not the driver, but that driver will be given points as well as a fine. Insurance Company of British Columbia (ICBC) spokeswoman Leigh Carter wants us to believe that these non-owner/drivers will pay the owners directly to avoid penalty points but she doesn't seem to realize that “nominating” probably won't be considered legal proof any more than is a photograph of a licence plate.
