The reckless use of information such as this has no place in a der- ocratic society where matiers of zoning are so carefully subjected to scrutiny by our elected officials, as well as by the various citizens ad- visory bodies (such as the planning commission) and the municipal planning staff itself. The author of this misleading document clearly failed to obtain the truth about the proposed An- core Development located between the Upper Levels Highway and the Cypress Bow! Road. The docu- ment misleads the public with in- accurate information. I cite the main items of wrong information as follows: Cupit: 1900 acres of land above the Upper Levels to be rezoned to a density of 5.83 units per acre.”’ Fact: 13 acres of Jand are proposed to be rezoned to a density of 5.83 units per acre. Cupit: ‘‘3 nine-storey apartment buildings to be built.’’ Fact: 3 clusters of low-rise housing varying in height between two and six storeys, stepped down the hillside, are proposed. ‘Cupit: ‘‘beginnings of a new high density city.” Fact: The proposed density is a very low one, barely more than that of single family housing. In fact. elsewhere in the Lower Mainland, single family housing at this density already exists. Cepit: An_ illustration entitled “potential view from Upper Levels Highway’? shows a picture of housing with a density of at least 60 to 90 units per acre similar to the West End of Vancouver. The structure seems to be 10 storeys high! In my opinion the illustra- tion is a grotesque representation of wkat the developer has planned and on a scale far greater. One could go on and on detail- ing the misleading informatian in the Cupit pamphlet. | would like to close this letter with a few truths about this proposal. 1, The community plan of 1980, far from being ‘‘effectively chang- ed" is being effectively im- plemented as clearly specified in the plan itself. No one is sug- gesting the whole 1900 acres be rezoned to a density 5.83 units per acre. Rather, what is envisaged are a few carefully chosen pockets of cluster housing located on land which is obviously unsuited for single family housing. 2. The narrow strip of land be- tween the Upper Levels Highway and the Cypress Park Bowl is a unique and logical place to provide low density multiple housing for the many citizens of this municipality. 3. The net gain in numbers of units by rezoning some or all of this unique strip of land becween the two highways would be in the order of 200 to 300 units, a far cry from the 11,000 units stated in the Cupit document for the rezoning to a higher density of all 1900 acres.
