decision of a majority of the electorate. I was appalled to learn that Mr. Trudeau has now appointed Mr. Shoyama as his Chief Aide for Con- stitutional Reform. It seems most inap- propiate to_me that elected . representatives of both federal and provincial governments would take it upon themselves to build a new constitution for Canada without showing the slightest regard for the rights of the citizenry. Instead, we are treated to the sight of a power grab that would make Mac-Blo blanche. It is imperative that a new constitution insures the right. of the people to select both. the senate and the judiciary by direct popular vote. As it now stands, appointment t- the senate is little more «= -:.:. a way of rewarding the party faithful, and does little to serve the needs of the people. If the laws of this country are to reflect the will of the people, then the executicr of those laws must also reflect the will of the people. That judges are presently appointed as a matter of political expediency is not a healty state of affairs. The potential for the creation of a police state under the present system is all too real to those of us who remember the October Crisis, and the ongoing investigations into R.C.M.P. wrong-doing. As we currently house one Canadian in ten in a Federal or Provincial penitentiary, it is also imperative that we, as a people, re-examine not only the role of the judiciary, but the nature and quality of our laws as well. Canada’s much needed Freedom of Information Bill, pioneered by a Con- servative M.P. Ged Baldwin, is, oddly enough, not a campaign issue even with the Conservatives. Just as odd is the fact that what was essentially a good, well- thought out bill, is being redrafted into proposals that would create one of the largest, most expensive and thoroughly useless bureaucracies imaginable. The public must be given the power to petition. Though we presently enjoy the right to petition till hell freezes over, the govern- ment is under no obligation whatsoever to respond. I would like to suggest that any petition that contains the signatures of two thirds of the registered voters in any political arena, be it municipal, provincial or federal, be given the same force in law within the area of petition as any bill that has passed third reading. We must be given the power of impeachment. We must also be given the right to remove from the public payroll any civil servant found to be acting in a manner contrary to the public interest. Some of our problems lie within the party system itsclf. As long as those wanting a career in politics are faced with the necessity of either tocing the party line or further jeopardizing their already shakey financial _ security, their contributions to our society must remain minimal. Democracy is based on dialogue, and the media are a crucial part of that - dialogue. A government that controls the media, controls the people. An alarming number of our newspapers, T.V. ‘stations and radio stations. have become heavily reliant on government advertising, © accounts. .Faced with the potential loss of these revenues, the voice of protest must inevitably become weaker.
