member British Properties and
Area Homeowners Association
(BPAHA) at its Nov. 25 annual
general meeting.

BPAHA director Joe Scarfo
said it had taken too long to
finalize new municipai legislation
to control the blasting and soil
removal associated with new de-
velopment.

‘are still being blasted to

Sager said a thorough investiga-
tion of the issue by a citizens’ task
force had been deemed necessary.

And he said council will likely |

pass a new bylaw early in the new
year.

Scarfo also questioned the wait
for bylaws to deal with the pro-
liferation of ‘monster houses in the
district.

may be slow, we are setting an —

example in the Lower Mainland

munity anywhere is as close to
dealing with it."’

owners and the perennial issue of
trees versus views. _

on private lands, Sager said a new
tree bill introduced by the provin-

decrease the municipality’s

Dalton expressed his distaste for
the proposed law.

_He said he was also aware of
the power outages that have oc-
curred in the properties during
storms when towering trees

knocked out the aging system of*

power lines.

Some of the lines were rebuilt
this year, but residents arc still
worried about the number of lines
that are visibly losing their insula-
tion or are being supported by
tree branches because of lack of
maintenance.

Howard, who thanked the
BPAHA for its contribution to
scholarships and school programs,
was questioned by members about
plans to close Hillside middle
school and build a new school at
Caulfeild — in light of the recent
unexpected enrolment of about
300 extra students at Sentinel sec-
ondary school in the properties.

Howard said the new middle
school is being designed so that it
can easily be expanded.

Dalton, the Opposition educa-
tion critic, said he was encouraged
by the work of parent and student
groups and _ local youth justice
committees in dealing with youth
problems.

“| think we could turn a nega-
tive into a positive,’’ said Dalton.
