Should the criteria be relevant to the fattening of municipal coffers or should they be based on fair and equal con- sideration of all related requests? The application by Lions Gate Hospital to upgrade a temporary landing site at Ninth Street aad Grand Boulevzrd is getting the runaround despite the recent approval by council of a helipad for Cannell Film Studios. The request by the LGH trauma committee for council to allow the use of portable lighting and other equipment io make safe a landing site used approx- imately 12 times annually is legitimate, and taken in isolation, lacks contention. But put into context with council having just cir- cumvented the possibility of adopting a fair and con- sistent policy on helicopter use in the city, in the name of commercial expediency on the one hand while potentially risking lives on the other, becomes a politica! football. the request The problem is lives are being kicked around. What’s the point of allowing, albeit begrudgingly, the emergency landing of trauma patients if safety on the ground cannot be secured? If a helipad is okay for the lights, camera and action trade, council should allow some lights and equipment for the emergency helicopter site. The RP’s basic policies are pure Western motherhood: ‘‘economic justice for, resource producing regions’’ and the revitalization of western agriculture. More interest- ing, however, is the recipe propos- ed for achieving those goals — us- ing ingredients that would change our parliamentary system significantly. First, a ‘‘Triple-E’’ (Equal, Elected, Effective) Senate, com- posed of an equal number of elected members from each pro- vince, It could initiate legislation and all bills would have to be passed by BOTH the Commons AND the Senate.
