Kao Tsuei Chin Tseng, 35, of West Vancouver, received six months’ probation after he pleaded guilty to stealing merchandise belonging to Wal-Mart on April 29 in North Vancouver City. The poll was con- # ducted in June by Forum Canada Research of Toronto for the {mmigration Association of Canada. A J total of 1,003 adults were asked about immigration numbers, the types and age of immigrants, and the handling of refugee claimants. (A complete list of the questions and results is is avail- aicle from Forum Canada Research at y (416) 960-9600) CRIMINAL RECORDS Question 6 in the survey asked s whether persons with criminal records § or with terrorist or anti-democratic § backgrounds stiould be permitted to immigrate to Canada. The result was f 95.9% against admission. _ Unfortunately the immigrant screening process seems to have let us down in this respect. The Hon. Sergio Marchi, Minister of Immigration, announced in July that around 600 immigranis with serious criminat back- F grounds were in Canada. This esti- i mate is far too tow according to # Canadian Police Association general counsel Scott Newark..Ha says “Our figures indicate that, depending on exactly how you define a serious crimi- inal, there are 1,500 to 2,500 in i Toronto alone...” Ulrich Werneburg, the immigration department's acting Director of Control Intelligence says that Mr. Marchi’s figure of 600 does not include those still serving a sen- B tence or involved in appeals and court § challenges. J Mr. Marchi has stated that he intends to get this problem under con- trol. Let’s hope he can doit. HOW MANY ? When asked if the target of 250,000 immigrants for this year is too many, about right or too few, 60.3% said that it is too many while 31.5% said it is about right. In addition, 66.3% felt that restrictions should be placed on immigration during periods of high unemployment while 27.3% disap- proved of such restrictions, Currently the majority of immi- grants are sponsored under the family reunification classification by relatives already living here. A significant por- § tion of this class, an estimated 43,000, is made up of parents or grandparents. Wher asked “Would you approve or § disapprove if sponsorship was restrict- ed to immediate dependent family members such as husbands, wives |- and unmarried children?’, over 69% said they would approve while 23.5% said they would disapprove. i A concern about the burden on our medical system showed up in the answer to a question about admitting j elderly immigrants who did not have § independent medical coverage valid in Canada. Around 61% said that this immigration should not be permitted while 25.7% felt that it was acceptable. } Over 77% felt that people with incur- able diseases should not be admitted to Canada. CLEAR MESSAGES f The Immigration Association of Canada commissioned the poll so that § the results could be included in Mr. Marchi’s summer consullations with Canadians about immigration policies. There appear to be some very clear messages in the answers to the questions. The vast majority of Canadians wart numbers reduced, family reunification limited to immedi- ate dependent family members, health aspects dealt with at the application stage and proper screening of immi- grants and refugee claimants for past criminal activity. The question that remains is whether the Minister will act in accar- dance with the will of the majority.
