EVER SINCE Joe Dickey’s men- tally handicapped son was born 30 years ago, the North Vancouver resident has worked towards im- proving the quality of life for all mentally handicapped individuals. By KIM PEMBERTON News Reporter Dickey recently received national recognition for her achievements, when Health and Welfare Minister Jake Epp presented her with the Therese Casgrain Award for outstanding community service. “The needs of the mentally handicapped are no different from yours or mine,”’ said Dickey. “They need the opportunity to experience life.’’ Helping mentally handicapped individuals achieve greater in- dependence has been Dickey’s main goal. Through her leadership, as chairperson of the National In- stitute on Mental Retardation and as the executive director for the Community Living Society — a parent’s group — Dickey has helped hundreds of severely handi- capped people live independently in their own homes. Her son is among the success stories. Dickey said she lost her son — during his teens — to an institution for 11 years, because no help was available to enable him to remain in the community. The Community Living Society, established in 1978, developed a method for mentally handicapped people to receive support in their own communities.
