Chain-smoking Brezhnev
leads anti-smoking drive

MOSCOW (UPI) - The
Soviet government Monday
mounted its most energetic
anti-smoking Campaign ever,
including a ban on smoking
in offices, and recruited a
notonous chain smoker to

lead the drive — Leonid
Brezhnev.
The Soviet president

signed a decree of the
Communist Party Central
Committee and the Council
of Ministers that calls for
“systematic explanatory
work among the population
about the harmful influence
of smoking, aimed at
gradually getting md of the
habit.”

to find an adult male who
does not have a cigarette
dangling from his lips.

Although the Soviet media
occasionally warn of the
dangers of tobacco, the
press purges are usually
short-lived and have little
effect on an adult populace
to whom smoking is as
natural as wearing a hat in
winter.

But this time, the
government ts getting tough.

The decree calls for
“measures for the imitation,
and in the future, the ban of
smoking in working (office)
places, providing special
rooms for smoking.”

of tar and nicotine by
decreasing production of
non-filter cigarettes, while
boosting the number of filter
brands available.

Even radio and television
are being drawn into the
anti-smoking campaign to
air programs dramatizing the
dangers of cigarettes.

But perhaps the best
weapon in the anti-smoking
arsenal is the signature of
Brezhnev, who has tried
repeatedly and un-
successfully during his 14
years in power to break his
chain smoking habit.
