Barkley added that Waterfront Park*s summer concert and activi- ty schedule, which will likely make the parking situation worse, has yet to begin. She added that the property’s developers had presented council with a map of the parking avail- able to their customers. Monday’s hearing was called to change the zoning of a lot at Esplanade and Rogers Avenue that has been used for parking for more than four years. The lot is zoned M-1 Service Industrial and has been used as a 150-vehicle parking lot under a temporary permit.
