By PAMELA LANG Contributing Writer District council decided Jan. 15 to defer a motion to proceed with a twinning plan, but to instead ini- tiate a committee to evaluate the local interest and explore twinning - goals. The committee would consist of representatives from various North Vancouver groups: the Economic Development Commission, city and district councils, the Chamber of Commerce, the shipbuilding in- dustry, and the marine and boiler workers union, Aid. Craig Clark suggested that if economics, primarily ship- building, is the key reason to pur- sue twinning, why not channel ef- forts into marketing our ship- building industry to the world. The two ideas can be joined because while Pacific Rim coun- School board receives funds NORTH VANCOUVER’S School District #44 has been awarded $52,250 from the B.C. Lottery Fund to help convert the unused gymnasium at the district’s Lucas Centre, Provincial Secretary Howard Dirks and North Van- couver-Capilano MLA, Angus Ree announced recently. Dirks, minister responsible for the fund, said, ‘‘As an adult eduction facility, the William E. Lucas Centre serves a broad spec- trum of the public. The conver- sion, which will provide a Heritage Gallery as well as a 550-seat per- forming arts centre, will be a fur- ther attraction.”’ Added Ree, ‘‘The new gallery will create a permanent home for **The Story of a Community”? — a highly successful display of 1,500 heritage photographs that toured the local shopping malls earlier this year.” Two further phases of renova- tion may be undertaken in the future if significant public Tesponse warrants such develop- ment. HYDRO and the province should increase the funds they contribute toward underground wiring projects, Greater Vancouver Regional District directors say. A report to the regional district board points out that for a number of years Hydro has provided only $I! million for the entire province in grants toward underground wir- ing programs. The Ministry of Municipal Af- fairs has also been very limited in funding for these programs, the report states. “With the recent anuounce- ments of a considerable increase in the profitability of 3.C. Hydro and the payment of a ‘dividend’ of $500 million to the province, over the next three years, (it is felt} that a substantial portion of these funds should be reinvested by Hydro towards underground wir- ing initiatives,”* says the report. The GVRD board said that in view of Hydro’s substantial profits - both the utility and the province should make substantial increases in funds for underground wiring. tries are building their own ships, there is a need for ships in the Soviet Union that the North Shore could supply, pointed out Ald. Ernie Crist. A letter from the Federation of Canadian Municipalities, which encourages and assists municipalities to twin with foreign Let’s Sell cities, outlined some of the positive and negative aspects of the pro- cess. Along with the prospect of eco- nomic and cultural steps forward, the twinning could incur costs of considerable time and money for travel to the twin city and hosting return visits.
