El business . \ es en | SOVIET — AMERICAN EXERCISE IN DIPLOMACY WINNIPEG (UPC) - Proposed Soviet-American wheat negotiations would be more an exercise in diplomacy than filling an agricultural need, a leading Prairie wheat expert said Tuesday. University of Manitoba agricultural economist Dary] Kraft doubted the Soviets would buy much more Amenican wheat following a renegoliation of existing agreements. U.S. Agriculture Secretary John Block an- nounced earlier the Soviet Union had = accepted President Reagan's offer to negotiate a new long-term agreement to buy between 6 million and 8 million tonnes of American wheat and corn a year. The existing Soviet- American wheat agreements had previously been ex- tended rather than re- negotiated. “It is in the interest of the Russians to sign another agreement because. they don’t know what their needs will be.” Kraft said. “It is in the American interest because they have a stock of grain to sell.” Since these usually only minimum export Kraft said the Russians would probably only = in- crease imports of American wheat in the case of a severe crop failure. “Having signed an agree- agreements specify amounts, No fear over wheat policy ment, I'm not sure they'll buy more even if the price is competitive. The Soviet Union has bought just above the minimum for the last few years. I don't think that situation will change.” A spokeswoman for the Canadian Wheat Board, which has sole domain over the export of Canadian wheat, said Tuesday the American announcement had no bearing on Canadian- Soviet wheat exports. 4 “We already have a very good agreement with the Soviets that will last another four years or so,” said Pat Old. Canada signed a long-term agreement with the Soviet Union in May 1981 that called for a minimum of 25 Russia,” million tonnes of Canadian wheat and feedgrain exports to the Soviet Union. “In the 1982-83 crop year, we have announced exports of 7.6 million tonnes to Ms. Old. said. “What's notable is our agree- ment only called for a minimum of 4.5 million tonnes.
