well below the five per cent
ceiling set by the provincial
government. °

In presenting the 1979
Budget Approval By-Law,
Alderman Peter Powell
acknowledged: that the
provincial “blanket freeze”
imposed on municipalities
-and requiring them to keep
budget increases to a
maximum of five per cent
-had faced the District with
particular problems this
year.

"“The order was double-
barrelled,” said Powell, “in
that it’ limited the general
budget increase to five per
cent but also it prohibited
any increase in the general
mill rate.”

Powell said that despite
having issued building
permits in 1978 to a total
value of $27 million, the
District's net increase in
assessed values in 1979 was
only $10,246,000 in round
~figures. The result was, he
said, that the mill rate was
the inhibiting factor rather
than tne five per cent freeze.

“The problem facing
council,” said Powell, “was
how to provide the same
standard of service to our
existing ratepayers, plus
those represented by the $27
million worth of new con-
“struction, in the light of
inflated costs and services,

that while the municipality
had held the 1978 general tax
levy to the same figure as
