Justice elusive in wake of NV murder DON'T THE politicians and coucts of this country realize what they are doing to peo- ple? Don't they understand that a Mame of resentment is flickering away that may explode? If that sounds overblown, you should talk to the Duggans of Deep Cove. It was their daughter, Lynn, who was cruelly murdered last year and whose body the police searched for after her skull was found in Vancouver. The Duggans’ story isa cry from the heart, a tale of frustration made worse by the fact that others —- including criminals — have all kinds of rights denied to decent peo- ple. The family were put into a state of severe shock by Lynn’s tragic death but have been unable to get any “victims’ assistance” from the Workers Compensation Board. Mrs. Marlean Duggan says their therapy and drug costs have been horrendous. They have had to dig into their life savings io pay for them. But other people seem to have been doing very nicely. She read about a killer named Patrick Kelly, a former RCMP undercover drug officer convicted in 1986 of murdering his wife in Toronto. Today's Canada being a strange place, Kelly is suing the federal gov- ernment for putting him in with the general population in Kingston peni- tentiary. It is commendable that Mr. Lautens recognizes our MLA’s “intellectual superiority and Legisiative savvy,” which were evident in the number of important issues that he has raised in the House in spite of opposition waves from NDP and Liberals alike, cul- minating in the passing of Bill 36 (for which 80% of us voted} though not in its most desirable form. Unfortunately, Mr. Lautens is guilty of repeaiing, yea printing, unfounded rumors viz: “here is a man who had a good shot at becoming leader of ... two parties.” Not so! This, he claims further, led to “post traumatic stress” and he wants $667,000 of the taxpayers’ money in compensation. As fur as J. am aware he hasn’t yet got it but the Crown had to cough up more than $4,000 so that he could sit in on the case in Vancouver. The money was for ferry Fates from Victoria's William Head Correctional Centre, plus pay for twa guatds for 60 hours’ over: time, The Crown said he should pay it himself, The court said the tax pay- ers should pay. We are also paying for his lawyer, of course, The Duggans have also seen that the courts have awarded $175,000 to a Chinese couple for the loss of their 20-year-old daughter. They came to Canada in 1990 and the gicf was ria over by a motor cyclist. She was working and was giving part of her earnings to the parents, The court reasoned that the $175,000 was justified because Chinese parents often rely on their offspring fo. income. A cultural matter, you know, It was reported in the Lawyers Weekly that the couple would proba- bly have received nothing if they had been a typical Canadian family, but that because of this decision members of other cultures will prob- ably be able to make similar claims. It's another case of how we must adjust to the immigrants, not the immigrants to us. And we must pay to keep them happy.
