y WV 2 - Wednesday, November 30, 1988 - North Shore News Council amends budgetary byiaw WITH ONE: exception, West Vancouver District Council members vcied Monday to amend their 1988 budgetary bylaw to include unbudgeted expenditures totalling several million do!iars. “The yes: is not yet over,’’ pro- tested Ald. Mark Sager. Municiral manager ‘Terry Lester explainec that it is normal pre- cedure ‘» amend the bylaw at this time, when staff have a ‘‘better handle on the expenditures.” The process of doing this has varied from year to year, however, director of Finance George Hor- wood informed council. Some- times the amending of the bylaw takes place early the following year, “But fos some things to be legal, they must be in the bylaw. It was thought to be important to add them to the bylaw at this time,”’ Horwood said. Lester added that council can be held liable for illegal expenditures. In explanation, Sager said his refusal to go along with the amendment bylaw was related to his voting against the recent prepayment of the $500,000 mor- tgage on the 320 Taylor Way property (due in 1989). “But when we paid it off early we saved the interest we would have paid if we had left it until 1989,” put in Ald. David Finlay. The extra expenditures not previously budgeted for 1988, in- clude extra costs of the Ambleside and Dundarave revitalization pro- jects, land development costs at Westhaven ($550,000) and Cedar- dale Park ($65,000), as yet undetermined legal fees regarding 320 Taylor Way, the $500,000 mortgage payment on that proper- ty ($300,000 of that coming trom the provisional budget), the $800,000 plus expropriation of the Cragg waterfront property, $900,000 purchase of the Collins’ waterfront property, about $800,000 purchase of two other properties, and $100,000 replace- ment of sewage pumping systems in Horseshoe Bay.
