FOR SOCIETY WEST VANCOUVER School Board will not lease: *: any school, building to the North Shore Indepen-... dent School Society, but it may be willing to work a— deal which- would allow the society to operate. ne. West Vancouver. - By BILE BELL Trustee Michael Smith told the board that during a breakfast meeting with the society the board was told that there could not be any increase in the dollar amount of its proposal to leasé a school. — ‘‘Really, we are not prepared to accept a deal which could not offset the serious harm which would come to the district if we would allow them t to lease,’’ Smith Said... MICHAEL, SMITH .. nO benefit , The Society has offered the school district $59,000 a year. However, according to the Ministry of Education regulations, the board would only be able to keep a very small portion of that amount (SO per cent of 50 per cent), and that amount would be restricted to capital expenditures. The board would also lose . revenue through dropping enrolment brought about by the new school.A loss of 70 students would cost the board $110,000 a year. However, trustee Norm Alban has come up with a counter proposal that he described as ‘‘not as far fet- ched as it sounds."’ Alban’s proposal is to set up an ‘‘almost’’ autonomous school in the district run by the society, but keep the students on the district's rolls. Alban said that his initial discussions with Deputy Minister Jim Carter on this proposal wete very positive. ‘*We would allow them to have their own staff,’’. Alban said. Society Director Nicholas Geer told the board that the district's proposal could be acceptable if it could have the freedom to hire and control staffing and administration. Also the society would have control of the budgetary procedure and be able to col- lect tuition fees. Alban could not guarantee all of the stipulations because some of them were in conflict with the School Act. “There is a problem and that is how the district could allow you to restrict: admis- sion to the school we could hardly Rave it contaminated by the great unwashed,’ Alban said However, Alban said the Deputy Minisicr was ‘very enthusiastic,” and very “keen on trying to work it plications with the legal: ramifications,’’ of Alban’s— _ proposal.
