Outery halts plaza NORTH VANCOUVER plans District has delayed the issuance of a building permit to. the owner of Delbrook Plaza foliowing an outcry by area resi- dents against a proposal to expand the plaza. By JOANNE MACDONALD The proposal, outlined in a District staff report dated February 14, calls for the addition of two fleors on top of the existing building, and a total redesign of the building elevations. The renovation would result in a first floor, con- sisting of 14,247 square feet, to: be used for retail pur- . poses, a second floor of 17,669 sq. ft. to be used for office space, while the third, consisting of 10,093 sq. ft., would be developed into nine residential units. The staff report says the architectural features of the building would be, dominated by a clock-view- ing tower and include steeply pitched roofs and dormers, extensive glazing and a canopy along the front elevation providing ‘pedestri- an weather protection, Area residents are pro- testing the proposed expan- sion on the grounds i¢ will not only cut off views now enjoyed by several homeowners, but will also result in an increase of local traffic and a depreciation of property values, District. Council decided Monday to designate the plaza a development permit area, a. move which’ the Director of. Development, Fred Sigurjonsson told fhe North Shore News is not un- common. i “It's a normal _ practice (when) Council has concerns over how the development will proceed. It’s been done in Lynn Valley, on Marine Drive and in Deep Cove," he said. ‘And once the site is designated no develop- tnent may rake, place without a development permit being issued by Council. Council will have a say over the ap- pearance, the materials used, the facade, parking and ac- cess. .But. council cannot change the use or density of the permit, To do that, they must amend the bylaw.” Mayor Marilyn Baker told the packed council chambers that with the site being declared a development permit area, that a public hearing will be held if the proposal proceeds along the regular channels in bylaw form, The proposal’s architect, Oberto Oberti told the North Shore News he and_ his client, who he said prefers to remain anonymous, were surprised at the outcome of the council] meeting, saying they had not known the “proposal was on the council agenda until Monday after- noon. “The whole thing is a case of misunderstanding and misinformation. My client did not want the neighbors unhappy. There is no im- mediate intent to proceed with construction at’ the plaza. This request for a building permit is just a technical requirement of my client,’ said Oberti. He ad- ded he and his client: were hoping to meet with council within the next week. Meanwhile, -resident Jack Hann said he was pleased with the outcome of the meeting, saying he was still convinced the bylaw should be changed to prohibit an expansion of the plaza. “But anything could hap- pen at this point. | juste hope the expansion won't come about. When we moved here years ago, we never thought, for the fife of us. that the height of the plaza would go up,”" he said.
