In cities where it already operates, the program has proved highly = successful, significantly increasing the number of arrests made, drugs seized and stolen property re- covered. Tipsters phoning information to the police (their memories having been jogged by media reports and TV re-enactments of un- solved crimes) remain anonymous and their rewards, if they qualify, are tax-free. Nevertheless, there are potential loopholes for abuse, especially with the lure of hard cash in these tough days. Firstly, of course, the chances of inaccurate or misleading calls which waste police time and could actually delay the eventual solution of the crime. There's the possibility of malicious infor- mants wreaking their spite for personal reasons on innocent neighbors or acquain- tances. Groundless accusations against parents, for example, are not unknown to the Ministry of Human Resources and _ its child crisis centre. And what happens if an anonymous tipster is later needed as a vital court witness in order for police charges to succeed? Today's battle against crime needs all the help honest citizegs can provide. Hopefully, practical experiente here with the program will enable police to iron out the latent bugs that any vigilante system contains.
