Some companies now allow their employees to work at home and communicate with the office through telephone, facsimile machine and computer modem, while other People choose to work on a freelance basis — working independently to produce work for companies on a project-by- project basis. While these options offer a great deal more freedom and an end to hassle of commuting, more and more people are choosing to start their own company at home by creating home-based. businesses. One of the greatest motives for this is a desire to avoid the traffic, said Walter Coole, president of the Vancouver Home-Based Business Association. computers with modems, com- puter bulletin boards, voice mail services and answering machines allow business people to operate without a receptionist or secretary; although it is still often necessary for home-based businesspeople to leave their homes to market their services or products. As an example, Coole explained that while his associa- tion has monthly meetings, much of the communicating they do — including voting on proposals — is done through a local user-pay bulletin board system. The increasing popularity of both small businesses and home- based businesses can be seen to some degree in figures obtained from the B.C. Trade Development tion Centre. The number of companies in- corporated during the past decade has fluctuated with 21,381 incor- porated in 1980 and 19,550 in 1990; while the number of part- nerships and sole proprietorships registered has climbed from 3,684 in 1980 to 15,451 in 1990. Coole expiained that although the popularity of working at home is certainly increasing, knowing how many businesses there are is difficult, because of those who avoid licensing regulations in order to cut their overhead. Although he did not advocate the idea of working outside legal bounds, Coole said he could un- derstand why some businesspeople do. In kis own case, he pays $179 to the City of Vancouver. for a business license but receives no extra trash pick-up, policing or other services for his money, he said.
