Parks in the completion of an overall master plan for the park which incorporates the Cypress Bow! Master Plan. Cabinet accepted the zec- ommendations in September 1995 and we (Cypress Bow! Recreations Ltd.) were asked, and we agreed, to amend the Cypress Bow! Plan to incorpo- rate the recommendations. The public appears to be misinformed in that Cypress Provincial Park was established in 1975 asa Class A, Category 6 Park for two or more pur- poses. One of its many purposes was to provide downhill and cross-country skiing. Due to intense public pres- sure the government under- took to develop a paved access highway and a commercial ski facility in the Cypress Bowl area with public funds at a cost of several millions of dollars. Once the ski area facilities and the highway were com- pleted the land was designated as a Class A Park. The govern- ment’s 1979 master plan for the park and a 1982 Management Alternatives report both detail the urgency to develop the ski facilities to the mandate of 6,000 down- hill skier and 1,500 cross- country skier capacities and parking areas for 2,300 vehi- cles. . The provincial government carried on with the commer- cial ski operation in the park for.10 years and heavily subsi- dized the recreation services by an estimated $500,000 per year. In 1984 the government decided to sell the commercial! operation to the private sector largely due to the unwilling- ness of government to com- plete the much-needed devel- opment using any further pub- lic funds. In 1984 Cypress Bowl Recreations (CBR) was the successful proponent in an open public tender to purchase the assets and to enter into a long-term agreement to ofer- ate and develop recreation facilities. During our first year of operation in 1984-85, West Vancouver District requested that Cypress Bowl Recreations prepare a comprchensive long- term development plan. We submitted our plan in 1988. It provided for downhill skiing for the mandated 6,000 downhill skier and 1,500 cross-country skiers, the capac- ities as established by B.C. Parks in its 1979 Master Plan.
