A bylaw is just what this city needs to combat graffiti, Because graffiti may multiply if teft, it must be dealt with quickly for any eradi- cation effort to be effective. Il is (rue that a fine may be imposed if'a prop- erty owner docs not remove the graffiti, but this will probubly benc- fit the owner in the long run. By removing the graffiti, you are telling the vandals that you are not going to stand for this type of MAILBOX POLICY behavior, Thus. eradication may deter the vandals from returning. Sure the property owners are the victims, but if they don’t do any- thing about it, they will probably continue to be victims. To gain a conviction against graffiti vandals, you pretty much have to catch them in the act of committing the offence, and this can be very difficult. As a part of their Graffiti Eradication Project, the community police offices in New Westminster sometimes use “young offender pro- bationers” to help clean up graffiti. One of the best ways to deal with the graffiti problem is through edu- sation, especially for our youth. If we can reach thent before they com- nit the offence, then the problem could be greatly reduced. The worst thing anyone can do is ignore yvraffiti, Whether you get invelved in neighborhood clean-up projects, or educate youth, you are doing something that will help solve the problem.
