By Kate Zimmerman News Reporter “Anybody gets into trouble, they tum around and say, ‘Oh, I’d better get a lawyer.’ That's not always nec- essary,” said Humphreys, a char- tered arbitrator. “With all due respect to lawyers, they don’t know everything.” Humphreys tock up his current career three years ago. He had retired as a mining engineer and was looking for something else to do. He was excited by the idea of arbi- tration, an option fer people who need to settle a dispute but don’t- want to go to court. According to. Humphreys, the process is fast, fair and confidential and the arbitrator’s decision is final. There are two options — the hear- ing, which Humphreys said is like a “mini-trial” with the arbitrator act- ing like a judge, or the paper arbitra- tion, where the parties may live in different cities and don’t have to come together in person. Among the disputes an arbitrator can settle. -— which exclude marital and labor conflicts — are arguments with tradespeople over renovations. Humphreys warned that arbitra- tion is not intended to replace the legal system; il simply provides another option. “You must never, in our society, ‘abolish the rule of law,” he said. “I'm talking about courts now, not lawyers.” The arbitrator tends to be a mature individual who has “been around this world.” Humphreys’ own past bears witness to this: born in England, he has worked under- ground in the Australian mines, fought with the Australian forces, been manager of an asbestos mine and a South African industrial dia- mond plant and served as an alder- man for North Vancouver in addi- tion to heading up council for West Vancouver. GST gees electronic Revenue Minister - David Anderson announced that GST reg- istrants can now file and remit goods and services tax using electronic data interchange (EDI) technology. ““€lectronic filing and remitting of the GST, as an alternative to paper filing, provides benefits for GST registrants and government,” said Anderson. “EDI reduces paperwork and cuts compliance costs for registrants and it allows Revenue Canada to deliver more efficient programs and services at less cost to taxpayers.” Registrants will be able to file their GST returns using their own EDI technology, or by using prod- ucts and services offered by the pri- vate sector.
