What could possibly be more logical than to have this issue raised by the level of government closest to the people and mostly affected? It is not in some faraway country where the chickens have come to roost but right here in our streets. What is democracy if it does not begin at the local level? Both the Union of British Columbia Municipalities and the Federation of Canadian Municipal- ities are forums specifically set up to provide a platform net only to discuss municipal concerns during annual conventions, but also through municipally submitted res- also provide an opportunity to request and effect changes in both federal and provincial legistation and policies. This is the very reason why the respective senior levels of gavern- ment are always present at such conventions. Js it the reason why the Union of B.C. A UBCM convention, for exam- ple, was recently held at Whistler. Several important resolutions were submitted by all three North Shore municipalities. It is unfortunate that your paper there (o cover this event and tell your readers. It is in these cities and munici- palities where it will be decided whether we can make modern soci- ety work and provide a human envi- ronment. Local governments need all the help they can get. They will need more power, more encouragement and more pub- hie participation to cope. They will also need the support of the commu- nity press to make the public aware of the issues and provide critical analysis.
