A non-smoking policy in the schoo] district came into effect Sept. 1, with five secondary schools and al] elementary schools establishing total smoking bans in their buildings and on_ their grounds, Four schools that have been permitted to phase in the ban in- clude: @ Argyle: exempted until January @ Lucas Centre: exempted until September 1992; @ Keith Lynn Alternative Senior Secondary: exempted until September 1992; @ and Carson Graham Second- ary: exempted until September 1994, NORTH VANCOUVER SCHOOL BOARD “I still don’t agree with Carson Graham’s explanation on why it will take so much longer than the other schools. Other students in other schools don’t get the same treatment,’’ said trustee Patricia Heal during District 44’s Oct. 8 meeting. She was responding to assistant superintendent Chris Kelly’s ex- planation that Carson Graham banned smoking for Grades 8 and 9 students, but students in the higher grades were still permitted designated outdoor smoking. “There is an understanding that the Grades 1] and 12 are the last (to be permitted to smoke at the school),”’ said Kelly. Trustee Richard Walton asked if Carson Graham’s parent council was aware that the school’s non- smoking ban varied significantly in implementation with other schools. “Is Carson going to be known as the school you can smoke at?’’ said Walton. Kelly said he would talk to Car- son Graham administration about the trustees’ concerns. District 44’s Outdoor School, located 10 miles north of Squamish, was also permitied des- ignated outdoor smoking when the conference centre was rented dur- ing non-schocl hours. NVSB planned the non-smoking policy more than two years ago. School trustees at that time noted that a lifetime habit of smoking tobacco is generally formed during the school years. They said the schooi district had a responsibility to try to prevent the initiation and continuation of the smoking habit. Gerald Charles Waddell passed | away Oct. 6 at his home. “Mr. Waddeli was a member of the North Vancouver District Fire Department from June 15, 1957 to his retirement in June of 1931. He rose from the firefighter’s rank to become the chief fire prevention officer of the depart- ment in 1974, He was also a longtime member and executive director of the B.C. Fire Chiefs Association, a foun- ding member and past president of the Fire Prevention Officers Association of B.C., and the Greater Vancouver Fire Preven- tion Officers Association.
