But pinpointing the culprit isn’t simple. The municipality's own taxes show an average increase of 10.9%. However, this is actually one percentage point LESS than the forecast in the original draft budget — which was submitted to all West Van taxpayers for their detailed scrutiny and comments more than two months before being finalized. Their feedback clearly indicated that they did not wish services to be reduced, even though the cost was going up. The average increase in school taxes (which account for half or more of the total tax bill) is seen as around 12.6%, although the 1980 school board budget has risen by only 6%. This apparent discrepancy is ex- plained to some considerable extent by a cutback in provincial government § con- tributions to school costs from 19% last year to 13.5% for 1980. Moreover, the above figures are for average increases only. If a West Van taxpayer's home is assessed higher than last year because the value of his property has risen, the increase will be correspondingly larger. Doubtless the municipality and the school board could have effected further economies — though in the former’s case the public actually rejected certain suggested cutbacks. Aside from that, the 1980 tax bills mainly reflect a combination of inflation, short- changing by Victoria and soaring real estate prices. None of which, of course, makes bottom line any prettier to behold. the Cut-off point We are firmly in tavor of the courts throwing the book at drug pushers. But even so, a resolution just passed by the Chamber of Commerce of the tiny Peace River town of Hythe, Alta. is a little startling. The chamber wants drug pushers to be publicly executed, Come, come, Hythe! Cutting off the drup traffic is one thing. The government argues that additional support for independent businesses can't be justified because the freedom to fail is an integral part of the free enterprise system.
