TOYS 'N HOBBIES 1425 Marine Dr, West Van. 922-3512 5 - Sunday, May 20, 1990 - North Shore News Alderman huris mud at Flats preservation plan A RECENT North Vancouver District Council decision to designate the Maplewood Flats a conservation area has been slammed by the sole alderman to vote against the designa- tion as little more than a political ploy to win votes in the coming municipal elections. The council move followed a unanimous recommendation by the Maplewood Review Committee (MRC) that the district designate the flats as an ‘‘area_ under review.”’ But the Vancouver Port Corp. owns the land and maintains supe- rior jurisdiction over the property south of Dollarton Highway. North Vancouver District Ald. Craig Clark chaired the MRC and voted against the conservation des- ignation. Said Clark, ‘‘It was political will — get more votes, go that way — no other rhyme nor reason. It was a unanimous vote at the committee level to support the under-review designation as a reasonable posi- tion to take given that the port needs have not been looked upon and there has been no proposal put forward by the port. However that: | (conservation designation by district) is stil! open for public in- put for the overall official com- munity plan.”” . While the port has no firm plans for the property, the port is under- taking a long-term land-use study of the entire port. A land-use deci- sion may not be forthcoming for another one or two years. Added Clark, ‘Ultimately, I don’t think the land is going to sit there and do nothing. So whether it’s allocated for preservation and sanctuary so be it. Conversely, if it involved a higher use (develop- ment) somebody is going to have to take some initiative.”” But said port representative Barbara Duggan, ‘Development in the Maplewood area is not a prior- ity.” North Vancouver District Mayor Marilyn Baker sees the OCP des- ignation as a clear indication of community feeling. “We all know that the port cor- poration has the superior jurisdic- tion and that has been used in some instances,"’ she said. But added Baker, ‘‘It appears to me that the fact that the port cor- poration hasn’t responded vocif- erously one way or another (to the designation) is the case that they were aware of the sensitivity as well. We have not had a hard statement out of the port corpora- tion. In fact they had a consultant hired to do some preliminary plans and that got set by the wayside and we've had no statement from the port corporation since.”’ Bonnie Pyplacz, economic de- velopment officer for the North Shore Economic Development Commission, said the most recent proposal for development on the site called for a combination of residential and marina use. The proposal has since been shelved. But said Baker, “If they (the port corporation) were to propose housing development and use that superior jurisdiction, I know there would be an outcry.
