YEARS By TERRY LAVENDER | NORTH VAN- COUVER District had a birthday party Monday night, com- plete with cake, presents and a spirited, if lonely, rendition of Happy Birthday. The District is 90 years old, so Mayor Don Bell decided to combine the inaugural meeting of the 1982 council with a birthday party — even though the official birthday was August 29. Bell unveiled pictures of the 22 reeves and mayors who have presided over the District since its founding on August 29, 1891, was presented with a chain of office by Derek Inman and in turn handed out special commemorative medallions to everyone present. But birthday parties need more than presents. Cake is a necessity, so there was a large, delicious birthday cake, topped with a ren- dering of the official District seal. The cake didn’t cost District taxpayers anything, Bell noted, as it was donated by Venice Bakery. And there was even a chorus of Happy Birthday, although not very many of the guests and dignitaries © joined Bell and the North Vancouver Youth Band in: 7 their rendition of the song. Other snacks and refreshments were on hand for the guests, who included chiefs of the Squamish and Burrard bands, Mayor Jack Loucks and Alderman Frank Marcino from North Vancouver City and local MLAs Angus Ree and Jack Davis. Many of those present for the birthday ceremonies, which took place after the inaugural council meeting, noticed that one of the 22 pictures of the reeves and mayors stood out from the others. It was Bell’s own picture and it stood out because it was in color and the other 21 were black and white. tes rly a Bell told the gathering he debated whether to include a color picture of himself, and’ then finally decided in favor of it because of his years in the photography business when he pushed the sale of color film. “I wouldn't be true to myself if it wasn't in color,” he said. The mayor told little snippets of District history at the party. The gavel he’ uses to subdue noisy aldermen comes from the last street car in service in North Vancouver, he said. He went through the list of past reeves and mayors (the official title was Reeve until 1968 when Bell's predecessor, Ron Andrews, was named Mayor), noting the highlights, including the period in the 1930s when the District was in receivership. Earlier in the . evening, Bell was presented with a chain of office by Derek Inman, a well-known North Vancouver dignitary and former council member. The District had gone 90 years without a chain of office until the one presented by Inman, which Bell wore around his neck the rest of the night. The minutes noted that Reeve Charlie Phibbs and his council. members talked for a few minutes and then went home. Back in 1981, where the mayor and his council members spend a lot longer than a few minutes talking, Bell presented-each-cotiicil member with a special pin commemorating the bir- thday, and also gave pins to former Alderman Gordon Rose and the other guests. Bell paid special tribute to Rose, who was defeated in the November election. The three winners in that election, Ernie Crist, John Lakes and Marilyn Baker, were sworn into office by Justice J.B. Paradis at Monday's meeting.
