Ao - Friday, July 6, 1984 - North Shore News BM editorial page Back off, John f Prime Minister Turner is serious about ‘‘distancing’’ himself and his party from the Trudeau era, he’ll back off from any further support for his predecessor’s infamous Bill C-169 which Mr. Justice Medhurst of the Alberta Queen’s Bench Court has declared unconstitutional. This is the bill, passed unanimously by all three parties in 40 minutes last October, which provides five-year jail terms and $5,000 fines for Canadians who independent- ly spend money to express opinions for or against parties or candidates during federal elections. It allows such opinions to be published only if authorized by one of the recognized political parties themselves. There have even been suggestions that the bill would apply to political editorials, col- umns and letters to the editor if not sanc- tioned by a party - on the grounds that a newspaper publisher is, in effect, ‘‘paying’’ for the editorial space in which such views appear. The court decision climaxed a five-month coast-to-coast campaign by the National Cit- izens Coalition, a 30,000-member non-party organization which describes as its objective ‘‘more freedom through less government’’. During the course of that campaign Tory leader Brian Mulroney withdrew his party's earlier support of the bill and promised to work for its repeal. Liberals and NDP, however, have continued to back it. The government has until July 25 to ap- peal the court ruling. We suggest, with respect, that Mr.Turner would be crazy even to contemplate an appeal. Some meal, that! he bill at the posh Partiamentary Restaurant came to $5.4 million.
