FROM PAGE At In a breakdown of community work ordered by the court over a pilot period of four months, the report shows that 14 juveniles were ordered to perform a total of 1) community work projects and only six were carried out satisfactorily. But the negative aspects of the report tend to indicate the problem is one of an attitude of indifference by the offenders, rather than an obvious flaw in the program itself. Mest common comments made of juveniles involved in the program during that time was that they were unreliable, did not un- derstand the consequences of their own negative behavior and that. they required constant super- vision. , The report, by the local Family Court Committee, _ was requested _ by Vancouver Judge Reg Grandison, who makes the orders for various com- munity work to be carried out by juvenile offenders. A copy of the assessment report for community work carried out by juvenile offenders between West November and February last was requested by West Vancouver council and was discussed briefly at Mon- day’s council meeting. However, the total picture of juvenile problems in West Vancouver is less gloomy than the aspect considered in the report. The report is indicative of only a small percentage of juveniles who have en- counters with the local police. During the four month _ pilot period, about 25 per cent of cases heard by Judge Grandison were assigned community service work. In addition to those who were dealt with in other ways by the court, many youngsters who ran into the law never even appeared in juvenile court. A total of 50 juveniles. were dealt with outside the court during the same period, through a process known as diversion. Diversion is used in -in- stances of juveniles involved _in minor offences such as driving infractions, who are usually first time offenders. Orders for offenders to perform community work for the benefit of victims outside their own families are rare as they would frequently involve an emotional encounter. West Vancouver Juvenile Probation Officer Marg Garnett says that of the 50 juveniles diverted during the same period covered by the community work service report, two did community work in their own homes. Of these, one had a _ repeat encounter with the law. Nine of the 50 committed repeat offences.
