| | A6-Wednesday, June 4, 1980 - North Shore News editorial page Hee NEWS VIEWPOINT Time to fight The three North Shore councils, like their counterparts elsewhere in the province, should read very carefully the small print in the new land use bill now being drafted by the Socred government. It poses two serious threats to their own traditional rights and responsibilities. The bill would transfer to the provincial cabinet the power to decide, through regulation, the procedures’ that municipalities should use with development approvals -- and the time limits on such procedures. In addition, a cabinet appointed board would arbitrate disputes between individuals and municipalities. In practice, the proposals shift the ultimate decision on local development projects from city hall to the cabinet room in distant Victoria. What the provincial government is saying is that it knows better how to handle particular local problems than the local governments directly concerned. The latter -- and the wishes of the com- munities which elect them -- would simply be bypassed at Victoria's pleasure. Councils should be prepared to fight these two provisions in the bill on behalf of the communities they speak for. They un- derstand the interests of their taxpayers in relation to specific local development issues much better than remote provincial ministers and bureaucrats. The developer-oriented government in Victoria seems to have decided that the grass roots are obstructing the bulldozer nowadays too often for its liking. It should not forget that its own voters also come from the grass roots. Stand and deliver! Speaking to the London Chamber of Commerce. the Director of the Vancouver-based Fraser Institute said failure to act now would put Canada’s economtc future in jeopardy.
