B.C. HYDRC safety ad-
visors are warning the public
of two unusual hazards
created during windstorms
which can cause unticcessary
danger to the public and
Hydro linemen.

On several occasions
Hydro line crews arcived at
the scene of a downed power
tine and found the fallen
trees have been sawn up,
even though the downed fine
was still entangled in the
branches. ;

Another hazard facing
Hydro linemen can be
created by the use of por-
table generators during
power Outages. Power fram
the generator can ‘feed
hack” into outside power
lines, endangering linemen
working on previously de-
energized lines.

To avoid this, Hydro ad-
Vises generators can be used
only for essential purposes
such as powering a freezer to
save perishable goods. If a
generator must be used to
power the whole building,
the main electrical switch
should be placed in the
“off! position ta prevent
feedback. The same precau-
tions appiy to obtaining
power through extension
cords from a neighbor not
affected by the outage.

Blind can mail
books for free

BLIND people will be able
to mail ‘talking books’,
tapes and other recorded
items to virtually all other
countries free of charge
under revisions (to postal
regulations.

Recording tapes and discs
for the blind can now only
be sent free internationally
to or from recognized in-
stitutions for the blind.

The easing of regulations
to extend the same privileges
to the bdlind individuals
results from international ac-
cords reached by the 168 na-
tion Universal Postal Union.

Restrictions on free mail-
ings to tapes and dises con-
taining personal messages
will also be removed.

Free mailing privileges for
literature for the blind also
cover braille books, period-
icals, letters and printing
plates sent by surface mail.
Air mail must be paid at
regular rates but registration
and special delivery may be
added free of charge.

The revised regulations
will be submitted to the gov-
ernment for approval after
publication in the Canada
Gazette and a 60-day repre-
sentation period.
