A report to council outlines options for the development of a district energy system in the Lower Lonsdale area. The system would provide heat to a section of the neigh- borhood. The concept of a dis- trict energy system is not new. Ancient Romans _ passed warm. water through open trenches to provide heating for buiidings and baths in Pompeii. Energy would be distributed to buildings in the form of hot water or steam car- ried through insulated pipes. City project engineer Ray Fung envisions a number of possible options for the central energy source. Among the possibilitics: @ natural gas-fired boilers; @ an ocean-source heat pump (harnessing the inherent ener- gy of Burrard Inlet water); @ a geothermal hear pump; WE power cogeneration, or a combination of sources. Council has yet to consider the project. City staff recom- mend that councillors approve the terms of reference and funding for an initial feasibility study. An exploration of poten- tal partnerships with energy suppliers would follow. Fung sees the project dove- ‘tailing with North Vancouver City’s stated 1995 goal to be a sustainable city. On the environmental front the city would be saking a step towards reducing energy con- sumption. Canada has among the highest per capita energy use of developed countries. Close to 62% of energy used in homes gees to space heating while more than 55% of energy used in the commercial sector is used to kcep businesses toasty. Buildings supplied by a dis- trict energy system would be equipped to draw on the ener- gy in the water or steam to meet hot water and space heat- ing needs. Return pipes would bring the water or steam back to the central plant where it would be reheated. To encourage connection to a district energy system the city could offer a density bonus to a developer, or register a restrictive covenant on the property and make it a require- IMPORTANT NOTICE An early estimate pegs the capital cost of the Lower Lonsdale system at somewhere in the order of $2 million to $3 million. The Lower Lonsdale rede- velopment: area encompasses approximately 1.5 million square feet of space. B.C. Hydro and B.C. Gas have expressed interest in the pro- ject and are offering funding assistance for a feasibility study. Said Fung, “On one extreme it could be a munici- pally owned utility or the city could not be involved at all and the utility company could han- dle it.” Fung sees numerous bene- fits for building owners who connect to a district energy sys- tem and would not require on- site boilers. Lower Lonsdale develop- ers, meanwhile, would be in a position to market their pro- jects with an “environmentally conscious sales pitch in mind,” Fung said. If the project pro- ceeds, a system could be in place by September 1998.
