Last fall, with remarkably little publicity, Conservatives and NDP quietly joined with the Liberals to pass Bill C-169, which forbids political advertising during an_ election campaign unless it is sponsored by a recognized political party. This will prevent all such advertising by individuals or groups of individuals over their own name, as well as by established representative bodies such as trade unions, churches, industry and employers’ organizations, and business and professional associations. In short, the bill gives the three major parties effective control of all paid election publicity. They argue that the bill is justified by the ‘‘danger’’ that advertising dollars alone could exercise a disproportionate in- fluence on voters without any candidate accountability. This convenient theory isn’t backed by a single shred of hard proof and, even if it were, it directly contravenes the ‘‘freedom of thought, belief, opinion AND EXPRESSION” guaranteed in Article 2 of the Charter of Rights. Basic liberties are at stake here. The bill is only one short step away from a similar ban on editorial comment and free publication by the media of the viewpoints of readers, listeners and TV watchers. It should be challenged without delay in the Supreme Court of Canada.
