Although supposedly only amateurs are allowed to compete, in effect, many Com- munist athletes are professional and do nothing else while being supported by the government. There is an inconsistency between the athletes from North America, Western Europe and Eastern Europe. Our present system is unfair for some athletes. By MARK O‘REILLY Known as the West Van- couver Crown’ Foreshore Lease, the item was up for consideration at last Mon- day’s council meeting. Coun- cil members heard submis- sions from the chairmen of {wo prominent § ratepayer groups, a property owner, a lawyer, and the president of the Ambleside Business Association, ali asking coun- cil to slow down on this issue. They requested a 90-day delay in action so _ the ramifications of the new lease could be looked at by all con- cerned, but council gave them only a third of that. Tom Reid, chairman of the Combined Ratepayers Association, said, ‘‘In a letter from council it states there are 260 encroachments onto muncipal land on the water- front but when we asked who they were council has delayed telling us.” Under the new lease, the ratepayer groups fear the District will be out to tax any encroachment on municipal lands. One property owner asked, ‘‘Who decided when an encroachment exists?”’ Mayor Humphreys responded to these fears by saying, ‘‘We are not a bunch of tax gatherers. I still believe this new lease is a very good thing for the municipality. It will make it much easier for alt concerned.’’ Humphreys alluded to the benefits of the new lease claiming, with authority of policing and enforcement handed over to the mun- cipality from the Crown, it would speed up handling of all situations arising. In opposition to the lease, West Vancouver lawyer Ann Marie Sweeney said, ‘‘In re- cent years the District of West Vancouver has assumed the pewers of a land developer. If the proposed foreshore lease is signed, the District will become a proper- ty manager as well.”’ Alderman Alex Broken- shire admitted he was not in agreement with some of the things Sweeney said, but he did agree the communication lines are open between the District and everyone with a view on this issue.
