Ul reforms welcomed THE * NORTH Vancouver Chamber of Commerce has joined the Canadian Chamber in welcoming reforms to the unemployment insurance pro- gram announced recently by Ottawa. “Our view is, unquestionably, it's about time,” said Frid Lederer, chair- man of the Nomh Vancouver “ Chamber of Commerce. “These changes go a long way towards needed structural improve- ments, removing some of the design features which previously had been disincentives to work,” he added. Among the reforms which the chambers viewed as useful are: @ increasing the number of wecks needed for first-time claimants to qualify for benefits. While both the chambers wel- comed the changes, both remain dis- appointed with the low decrease in unemployment insurance premiums, The decrease of five cents per $100 of insurable earnings is a start, but it is not significant enough, they said. Chambers say the unemployment insurance account surplus is too large, and the government: should pass on a portion to employers and employees, “The connection between high payroll taxes and job creation is, in our view, indisputable,” suid the Canadian chamber.
