By Maureen Curtis Contributing Writer Thomas Lindsay took his pro- tests Monday night to West Van- couver District Council over what he said were the inequities inher- ent in a system that will place more of the burden of the lane- paving costs on the shoulders of a single-family home resident than on a resident of an apartment building on the other side of the lane. “Does that seem fair to you that a little person like myself be penalized to look after these apartments?’* he asked. The lane is located in the 1400 block between Esquimalt Avenue and Fulton Avenue. Lindsay said that he had sigtied the petition, but discovered later that the municipality’s rules meant that the. entire apartment would pay only about $1,600 — just doubie what he would be charged as a single-family resident. If the system were based on assessed land value, Lindsay would pay about $482 while the big apartment on the lane would pay about $9,000. But under the current Local Improvement General Charge Bylaw, homcowners pay according to the number of feet fronting on the Jane, up to a maximum of 30 metres, with any excess bcing covered by the municipality. The bylaw caps the amount chargeable to the apartment as a whole. . Lindsay said it is also unfair to hold him to his signature on the petition, because ‘‘the petition was only in my possession for a very few minutes giving me litle or no opportunity to compare the divi- sion of costs.”” Ald.
