Dear Editor: . The proposal which is currently before West. Vancouver District Council to convert two, or possibly . three, rather old cottages located in the 1500 block of Argyle Avenue into some kind. of municipal arts centre raises one or two questions. If the information I have is cor- rect these properties were’ purchas- ed by the Municipality of West Vancouver with a view to early demolition of the houses and then use of the land to extend the area of John Lawson Park in Ambleside. Evidently the quality and condi- tion of these houses did not war- rant any consideration of their preservation as architectural or heritage landmarks. The proposal of knocking them down seemed to offend no one. While I have always supported the arts enthusiastically, and cer- tainly believe that every communi- ty benefits by having a centre in which to show the performing and visual arts, I am moved to wonder about the rationale of this project. If it is true that a permanent art centre is just a few years down the road, then how long can we expect this proposed temporary facility to be in use? And at what cost? As to the small logistics of the matter, 1 understand that any building which is open to public use must include such things as fire exits, wheelchair access, men’s and ladies’ toilets, hazard-free exterior walk ways and maintenance of grounds. While these houses have un- ‘doubtedly provided comfortable family shelter over the years, what will it actually take to convert them to public use? If on the other hand, we are to understand that the buildings are not to be for public use, but only for a smail ex- clusive few, then how can the cost to taxpayers be justified? Naturally the costs must include the lost rental revenue in addition to the remodeling. For the reasons stated above I feel that this proposal should be put through a thorough cost benefit analysis. In my opinion it will be difficult to justify. In addition to these increases the Department of External Affairs gets an extra $66 million and the newly-created Department for Multiculturalism gets $280 million to open its doors. This, in my opinion, does not reflect restraint. Why wasn’t there a drastic reduction in the $9 billion a year in business handouts? Why does the government need 39 ministers and deputy ministers to run this country? The Tories seem to believe that the only way to keep a lid on the deficit is to increase taxes. Reduc- ed spending appears to be an unknown virtue. During the last election cam- paign it was interesting to note that only the Reform Party advertised concern about Canada’s national debt and the need for reduced spending. I only wish now that I and mil- lions of others had paid more at- tention to the Reform Party plat- form, I know I will when the next election is called. R.3B.
