Various factors, such as the ris- ing cost of litigation, provincial government “devolution” of ser- vices and the cost of freedom of speech would make it difficult to repeat the feat of maintaining i zero-based budget. In response to the public percep- tion that the budget process is not public enough, Danyliu recom- mended that council strike a task | force consisting of two members of the general public, two members of | the Advisory Finance Committee, two members of municipal staff and | two members of council. Danyliu believes that some of ; the people who have used statistics:! to make strong statements about | municipal spending should be; included in the task force. He said that his proposed, tunendments could help to generate a pool of money that could be accessed if the municipality did go over budget.
