store will be spared some

find a way to create’ a
special zoning provision for
food kiosks.

David Ratcliffe told city council
Monday night that he wanted to
set up his ‘‘Seaside Espresso” cart
in the parking lot outside the
Lumberland store at 1160 East
Third St., just west of the Park
and Tilford shopping centre.

But he was told that under ex-
isting rules, he would have to pay
$1,500 to apply to have the zoning
on the site changed from industri-
al to retail, in addition to paying
about $100 a year for a business
licence.

Ratcliffe said he wanted to start
his business as soon as possible
because he had invested his sav-
ings in the plan,

‘it will keep me out of the
unemployment line,’’ he said.

Coun. Stella Jo Dean asked
council if there were ‘‘some way
that a small entrepreneur. could
avoid paying the $1,500?”"

Coun. Rod Clark said there
should be a provision for ‘small
food vending cart-style opera-
tions’’ on city streets,

“We need io provide for that
sort of operation, whether it be
for pretzels or popcorn or cof-
fee,” he said.

But other councillors were con-
cerned that allowing carts would
not be fair to competitors with
more permanent premises.
