By Stephen Wisenthal Contributing Writer David Ratcliffe told city council Monday night that he wanted to set up his ‘‘Seaside Espresso” cart in the parking lot outside the Lumberland store at 1160 East Third St., just west of the Park and Tilford shopping centre. But he was told that under ex- isting rules, he would have to pay $1,500 to apply to have the zoning on the site changed from industri- al to retail, in addition to paying about $100 a year for a business licence. Ratcliffe said he wanted to start his business as soon as possible because he had invested his sav- ings in the plan, ‘it will keep me out of the unemployment line,’’ he said. Coun. Stella Jo Dean asked council if there were ‘‘some way that a small entrepreneur. could avoid paying the $1,500?”" Coun.
