governments of the European Economic
Community agreed on a two year ban
throughout Europe on the import of seal pup
skins. Adult seals will be killed this spring,
but they will be shot and then skinned, not

A MOTION to hold a nation-
wide referendum on capital
punishment was killed at the

council table by North
Vancouver city aldermen
Monday night.

Adderman SteHa Jo Dean
had proposed the motion for
submission to the annual
meeting of the Federation of
Canadian Municipalities, but

it was defeated on a tie-vote.
Council did agree to send
two other law and order
resolutions proposed by
Dean to the FCM meeting.

Those motions urge the
federal soticitor general to
prohibit hardcore _ por-
nographic material dealing
with incest or sexual
violence or degradation; and

ask that the Criminal Code
be toughened to keep
unrehabilitated violent
offenders in prison for the
full terms of their sentences.

The defeated motion
called for a referendum on
capital punishment for
murder of law enforcement
officers, premeditated
murder, and murder
